You might use a Digital Alarm block to monitor whether or not a pump is running. When the pump shuts off, it sends a digital signal to the Digital Alarm block, which then generates an alarm. If the alarm is critical, the block could re-issue the alarm after a predefined time interval. The block could also close a contact to trigger a shutdown procedure.
